and authority control
Use of `` for authority control is not desirable.
It might be possible in cases where `@relationtype` is "cpfrelation", but it is
not a desirable encoding mechanism for this purpose. Authority control in
such cases would be merely implicit and incidental, while @identifier on
and other elements it is explicit.
There is also the subtle (and I think more significant) issue of conflating
two relationships into one. Relationship being expressed in ``
should be between the unit of description and the the object of the
``, whereas an authority relationship is a separate relationship
between content of `` and an authority record.
In the example below, the target of the `@href` happens to be able to function
as an authority record, thus authority control would be possible. However, it
cannot be guaranteed that authority functionality would be possible given
that `@href` values on `` are not restricted to authority records.
