Harvard's sixth and seventh revision comments requested file size and digital
object presence flags that are useful in our interface. We have since
developed other functionality that this same element will satisfy.

Examples:

     <localcontrol localtype="daoFlag">
         <term>true</term>
     </localcontrol>

     <localcontrol localtype="maxComponentID">
