<dao> location more restricted, but need probably satisfied
Harvard's 10th revision comment requested more arbitrary locating of <dao>
EAD3 actually limits <dao> and <daoset> to within the <did>. While this is
not what was requested, I think <daoset> satisfies the stated need dealing
with circumstances when more than one digital object is needed to deliver the
content described in a single component.
The limitation also helpfully limits what practices are possible and
therefore will result in more uniform practice.
