Hierarchy of functions, sub-functions, activities
I suggest to notice hierarchical interdependences between functions,
sub-functions and activities, for instance through an “includes/is included
in” relationship. At first I thought you should not integrate hierarchical
relationship descriptions of functions into EAD but link to an EAC record
through a <relation> element. But then I saw that the type of relationship
would not become clear so. You could hardly recognize from the following
description that “Research Management” is an activity (or a group of
activities) that is included in the function called “Research”.

However, it does not seem to be the best solution, but I could not find a
better one in the EAD library, unfortunately.
