Update @*encoding "other" values #427

For the following attributes change the "other" value to other concatenated with the attribute name.

@langencoding - "otherlangencoding" @scriptencoding - "otherscriptencoding" @dateencoding - "otherdateencoding" @countryencoding - "othercountryencoding" @repositoryencoding - "otherrepositoryencoding"
