Remove @a:id from 3 <element>s? #430

@tcatapano I noticed that there are 3 instances of @a:id on <element>s in the Relax. See the definitions for <agent>, <eventdescription>, and <citation>. I think these were copied in from the EAC-CPF schema. I don't think they are serving any purpose at the moment, so we should probably remove them.

Implemented. No documentation implications, so closing.

I removed the three instances of @a:id and the namespace declaration for xmlns:a="http://relaxng.org/ns/compatibility/annotations/1.0" since we aren't using it.
