Add "iso639-1" as @langencoding value #434

I propose adding "iso639-1" as a value for @langencoding. It would be in addition to "iso639-2b" and "otherlangencoding".

ISO 639-1 is the list of two-letter language codes. We received several requests to allow this during the comments. If we include it as a possible value, Terry can include it in the schematron for external validation against the official code list.

Additional proposal from Bill on TS-EAD list:

If we are opening up options then we have to be careful not to appear to give undue weight to those we exclude by exclusions. So I think we should also do the same for iso639-3 (http://www-01.sil.org/iso639-3/) which includes 'all known' languages including historic ones. While we try and conform to iso639-2 here at the Library, we've found that we need to use the code from iso639-3 in a number of cases.

Per TS-EAD email feedback we will add "iso639-1" and "iso639-3" as @langencoding values.

I have already implemented the change. Assinging to @kshepher for documentation review.
