Consolidate @show and @actuate as defined on <footnote> and links?

A minor legacy of <note>: on <footnote> we have both @actuate and @show, but with only "onload | onrequest" and "embed | new" respectively, not the full value list available on linking elements. Should we continue to perpetuate the distinction or make them the same?

Consolidated by @tcatapano. Rather than maintain separate definitions for show and actuate on footnote, that element will share the main attribute definitions.

@kshepher Please make sure that on footnote the attribute notes are updated so that actuate has values "onload | onrequest | other | none" and show has values "new | replace | embed | other | none".
