Rename "value" attributes, concatenating element name with value #439

This would disambiguate the four instances of @value, all of which have different enumerated values. given them unique names would follow the decision we made to concatenate element names and "type". Would also make xsl processing a little simpler.

After discussing w/ Terry I agreed that we should just keep the attributes as "value" to avoid needless verbosity. Closing.
