Add test for second <dsc> to schematron #482

@tcatapano Please add a rule to the schematron that gives the following message if two or more <dsc> are present.

"The use of multiple <dsc> elements is discouraged. It may be deprecated in the future and eliminating multiple <dsc> elements will ease future migration."

Feel free to wordsmith if that seems unclear.
