Top row: local and imported cases for each of three countries Middle row: inference results for R_t for epsilon = 0.25 vs 1 Bottom row: inference results for R_t for epsilon = 2 vs 1

[x] add a line for R=1

[x] Combine the middle and bottom rows, so that for each country all three R_t inference results are overlapping on the same plot.
[x] For the bottom row, have a single legend with three entries: epsilon=0.25, 1, and 2. (the R_t=1 line does not need to go in the legend)
[x] For the legend, use epsilon=2 (rather than "2.0"), and similarly for 1.
