Look at the following quantities as a function of epsilon, for various countries

[x] The first date at which R_t rises above 1
[x] The first date at which R_t falls below 1
[x] The proportion of time that R_t is above/below 1 for one assumption for epsilon and below/above 1 for epsilon=1
