Choose the figure with 6 panels for further work

[x] Change the filename to Figure-3b.pdf
[x] Change the y axis labels to "Date threshold met Rtlocal<1", etc.
[x] Change the x axis labels to "Relative transmissibility of imported cases (ϵ)"
- I don't know if this is actually going to fit neatly, though we can try
[x] Include x and y axis ticks on all panels
[x] Remove "local" from R_t
