fetch reinfections data series #2

this is mostly for external users, so not urgent, but: should fetch reinfections series from the open data source

The CSV for the time series data is available at https://raw.githubusercontent.com/jrcpulliam/reinfections/master/data/ts_data.csv

The version currently in the repository corresponds to v2 of the preprint and contains data through 2021-11-27.
