Missing figure making steps using `thresholds.R` #7

Assume these are elsewhere or not pushed yet as don't appear to be in the repository. Looking at these seems all findings are across regions. I assume also looking at pooling this to give an overall estimate? Could be a nice figure with the pooled estimate and the region-specific estimates nested inside.

pooling part is still a bit work-in-progress - have to time shift some things, and some regions trends are going to be pre/post announcement of omicron, etc.

definitely trying to synthesize the cross-sectional data, but very much a moving target
