As suggested by Patto:

Split of annotation services and scripts into a more isolated component with mock service available for developers.

I've increased the estimate of this task as it involves:

Taking multiple services that are finely engrained into VariantGrid - making them work over some API bridge.
Providing a mock implementation of those services that still gives data that is not complete nonsence.
Work out how this all integrates with the settings files / deploymenthecker etc
Making sure the mock services can also be used by unit tests

Andrew made a good point that this should be deterministic, so use eg variant as a hash for generating everything off it
