Ok-- moved permits and reporting to the Reporting Section, and renamed the prevoius 'reporting' to 'publications', and moved within the structure.
We may want to change the reporting to have a different bit for each section (permits, navy reporting, etc).... but maybe not. Lets think on that.

Based on Becca's description, the 'Reporting' page should be used for any templates or standardized paper formats for reporting within NOAA and to other agencies. For us, I think the only thing we would include here for now is our permit reporting guidelines. We already have this information stored on the 'Permits and Reporting' page but we could move it here.
We can add a 'Publications/Presentations' page to replace this.
