[ ] GPS coordinates list input should be flexible enough to allow decimal or other formats (https://www.npmjs.com/package/dms-conversion)
[ ] On the mitigation input form, "project type" should be sector aware and requires a new vocabulary. The mitigation type tree needs a new top level, and then the form builder should be adapted accordingly
[ ] Add ward level for location (to be confirmed)
