Move from fantomas tool to fantomas #548

Fixes #529

This includes the changes that Fantomas makes to the formatting of all F# files. I don't think they had been applied previously.

@prash - it looks like fantomas is going to be upgraded as part of the upgrade work that @MangelMaxime has submitted. If so can we close this PR please

@martinbryant Ah it's too bad that we're throwing away and redoing this work. In hindsight I should've just merged it.
