Remove the reference to the 4. optional section for public key #16

As discussed in the OCMF UAG, this section is not documented at the moment, nor used by anybody.

The common understanding is, that the public key of the meter should not be sent with every dataset to keep the OCMF dataset small.

I have the same understanding and I agree this changed can be done.
