Fix Signature Algorithm and Version inconsistencies #29

This fixes the inconsistencies raised in https://github.com/SAFE-eV/OCMF-Open-Charge-Metering-Format/issues/28. Additionally the OCMF version for the default pubkey format was also fixed.
