Allow for secondary dicom server querying #480

Definition of Done / Acceptance Criteria

As a researcher I want to be able to query PACS if we can't find the data in the VNA

[x] First try VNA, fallback to PACS if this isn't in the VNA
- [x] to start with try only 8pm-8am monday-friday to ensure the dicom server
- [x] Query for instance availablity in the c-find, only pull from PACS if it is online (nearline will probably be routing from the VNA), otherwise log that that it should be available in the primary DICOM server

Testing

[x] Automated test that has an image only available in secondary and it should be found and processed

Documentation

[x] Update env template
[x] Update documenation of dicom processing

Will probably want to rename the VNA variables to be PRIMARY_DICOM, and then PACS can be the secondary dicom
