Update partial dicom with production changes

Description

Quick PR to keep track of changes to implementation, will finish off properly later on

TODO:

[x] configure OrthancRaw class have http timeout as a class attribute? Then use this asyncio requests call
[x] configure OrhancRaw class to have a DICOM timeout as a class attribute
[x] use Timeout data field in all our queries to orthanc so the job itself stops after the timeout
[ ] Catch timeout error raised from jobs and treat the same as when the job duration is longer than the timeout
[ ] use the test deployment to see if setting the ExtraMainDicomTags to be saved to the database has slowed down the updating of dicom tags via rest api.
