Maps with split rows #51

Define "sectors" and add to naming convention (optional)

r12-ca-s0 r12-cz-s0 r12-ca-s1 r12-cz-s1 etc

Allows us to keep same row numbers but also gen treatment that considers them separate

Treatment gen can choose to treat sectors one at a time

Just realised this could also fix continue treatment in split sectors
