Order of competencies, elements, and performace criteria in Course Framework Export #78

The order in which the program competencies are their corresponding elements and performance criteria are displayed in the course framework export is not ideal. The statements of the competencies are all listed first, then all the elements (for all competencies) and then all the performance criteria. This should not be a problem when a course has only one competency assigned, but for courses with multiple competencies (Technical Programs), it would be better if all the items related to the same competency are displayed as grouped (elements under the competency statement, performance criteria under each element).
