notify user that `requirements.txt` has been created in `same init` #132

Some UX feedback:

No requirements.txt found in current directory - would you like to create one? [Y/n]: y

After doing this, it should say requirements.txt created, but please fill it in. We can nudge the user towards same verify which will tell them which modules cannot be resolved with the empty requirements.
