Write basic testdata registry and framework for collecting test notebooks. #141

See #99 and #123. The idea is to create a programmatic registry of fully configured test notebooks that we can run tests against, and move away from the multitude of fixtures and special cases that we currently use. Plan is to add in all of the kubeflow test notebooks next, and then start adding in the pytorch/tensorflow/sklearn notebooks that Vedant found.
