Bulk upload common attachments for (candidate) non-sensitive species #70

I presume this means that a set of species will all have the same attachment? I think it makes most sense, rather than uploading the same file 30 times, for me to make attachments a content type and then all 30 of them can just get the same NID reference to a single attachment. This is a bit of dev work I'm going to have to do so will take longer than the justification bulk upload.

I think this can be lowest-priority: getting the justifications uploadable is more important. TBH, I'd be inclined to push back a little on this, since it requires a bit of thinking around how users would manage their list of uploaded docs, and then attach them to particular assessments. A bit more detailed specification would probably be needed. What do you think?

Setting it up to allow common attachments would be fine, the bulk uploading bit would be a bit of a bugger. I'm not really sure how much sense it makes as all of this content is supposed to get migrated somewhere or other (brahms?) soon by paradigm. And I think not having a reference online is a bit tricky, so I'd encourage them to get the reference online rather and just post a link to it.

I'll work on getting justifications uploadable first instead anyway.
