Offsets should be stored as multipolygons #2

Change in the database should be fairly simple, but the change when we import will be quite complicated. Before I do this I had better confirm that some are in fact multipolygon.

Oh man and also developments should be stored as multipolygon too. Originally I was hoping to just have 1 polygon for developments and 1 for offsets as a mechanism to try and stop weird stuff going in the database. But I think we're just going to have to do our best to make sure clean non-weird geometries go in manually.
