Date authorised - When were developments authorised? (and when were the offsets authorised). - This is based on permits (date of issue of permits).

Date of loss - when was a development actually implemented?

What date were the offsets implemented?

Several things in this issue. Partially covered by the new work done on permits to allow individual dates of issue to be associated with each permit.

The date when a development was actually implemented - we don't have this information as far as I know. Nor do we seem to have the date when offsets were implemented (we have projected dates).
