Unclear the difference between the two cost calculations on lines 62 and 63: https://github.com/SANDAG/ABM/blob/ABM3_develop/src/asim/configs/common_airport/trip_mode_choice.csv#L62

Cost per mile is included in both calculations

Minimum cost appears to be applied only when cost is already above minimum
