The transit boardings were still too high in the latest base year run. Upon further analysis, the total number of transit tours were about 5500 higher than the target RSG derived from the on-board survey, so this pull requests lowers coef_calib_onboard in the tour mode choice model to get it closer to that number.
Impact
The number of base year transit tours should ideal drop from being around 81,000 to around 76,000, which should consequently lower the number of transit trips and boardings.
