Adds option to write to dev or prod datalake environments

Merge pull request once environment variables are updated on modelling servers

@aber-sandag I think it would be helpful, if an update is made to https://github.com/SANDAG/ABM/blob/ABM3_develop/src/main/resources/sandag_abm.properties and a commented out line added "env = dev". Another commented line above it that says something like "uncomment this to write to Azure dev environment". What do you think?

@bhargavasana The option is in the Emme toolbox, but I could add that line to sandag_abm.properties as well image
