System Monitoring - clarification #91

Issue description

The documentation lacks clarity on what are the customer monitoring responsibilities for CI tenants - the CI Inspect section provides tools for customer facing tools for memory, connections, storage monitoring. The documentation needs to be clear on who needs to monitor these tools and who takes actions in case e.g. memory is exhausted.
