If I understood it correctly rule 4 is that a team needs to be assigned. I created a "team cloud-security-ams" and assigned this repo to the new team.

This issue is not regarding teams, it handles REUSE compliance. Seems that some of your files miss copyright information, see https://api.reuse.software/info/github.com/SAP/cloud-authorization-buildpack
