Reuse cloud-mta in bumblebee #273

Changes needed to consume cloud-mta in bumblebee. Currently, we copied resolver.go and modified it. Changes include:

Move resolver outside of internal so that it san be used
Use of any requires to bump go version to 1.18
Enhancements in replacing placeholders
Fixing and adding tests

@young-yang03 These are the changes @loewenstein talked about. Could you have a look and add Shen to this? How can we proceed? Probably, it will be the easiest for you to review one commit after the other. Maybe merging it into some intermediate branch on your side? We tried to keep separate commits for the different changes. So don't feel too overwhelmed by the sum :) Just contact us in case you have any questions.
