fix: fix OCPP2 mock server command sending

Refine README.md to match to arg renaming: --request -> --command
Add shortcuts for existing server arguments handling
Move OCPP command sending helper as ChargePoint class method: send_command()
Fix GetBaseReport request and response payload content (have you actually read the OCPP2 specs on that command? why your editor does not warn you about the incorrect fields name, fields type, ...?)
Remove again unneeded GetBaseReport incoming request handler
Fix missing await on python async primitives (why your editor does not warn you about it?)
Properly flag private ChargePoint class properties and methods with _ prefix
Fix RepeatTimer implementation for asyncio: add asyncio compatible Timer class (if something is not working during your tests, you tell it in the comments and try to elaborate a fix)
Move CLI options validation to main()
