Expected: Should able to rearrange folder/files

Since the Upload Collection implementation is based on the Table Platform, this issue cannot be resolved at this time, until it is implemented in the Table component.

@manjunathanagaraj @nickiovenko Please clarify if this feature is required, if yes, let's get it done as a separate ticket in the Table component

Platform table, phase4, drag and drop is implemented, but the code is not yet exposed. This was the latest I had heard from @platon-rov . I think its time to expose this feature for the table. I think we should plan for this. Once this is done, we could go ahead with this upload collection. Till then this can be marked as 'blocked'.
