docs: add gen ai contribution guidelines #149

This only links the original GenAI contribution guide in our CONTRIBUTING.md and we do not need a copy of it?

Hi @petermuessig, yep makes sense. I moved the GenAI section into the general CONTRIBUTING.md file. Are we good to merge now?
