Switch to DCO #93

Description

Switches from CLA to DCO.

I originally wanted to have a separate Actions jobs and recipe for licenses - however the file generated by stringer do not contain the header and stringer offers no option to add a header. Instead I've incorporated the reuse tool by the FSFE into the generate recipe and the job for code generation. Not quite as nice, but it does the job without being too ugly.

How was the patch tested?

I've added a separate license job to check files not recognized by reuse addheader.

Note: go.sum will fail in the license job until https://github.com/fsfe/reuse-tool/pull/234 has been resolved. Until then we'll leave the license job as not required.
