it is already true in piper defaults, but the description and default value inside the go step are outdated.

Piper documentation is a step-level documentation. Values in piper defaults are for GPP. The default value for a single step and a step in GPP can differ. Example: the createBOM and publish params are false by default for steps, but true in piper defaults (for GPP).
