feat(events): Retrieve OIDC token in gcpPublishEvent #4917

Builds upon https://github.com/SAP/jenkins-library/pull/4901 and https://github.com/SAP/jenkins-library/pull/4916. This PR needs to be rebased after merging #4901, and #4916 is a prerequisite.

Yes, but after https://github.com/SAP/jenkins-library/pull/4901 has been merged. I based the PR on that branch so that the changes could easily be viewed.
