`npm config` doesn't fail when `workspaces` enabled #5120

Changes

there is a known issue where npm config doesn't support npm 'workspaces' feature. Workaround is to add additional flags to the command. Issue (workaround also mentioned there): https://github.com/npm/cli/issues/6099
