Use ~ not ^ in initial setup instructions #178

When we update https://sap.github.io/cloud-commerce-spartacus-storefront-docs/building-the-spartacus-storefront-from-libraries/ for 1.0

Let's use ^ not ~ (Bill's fault) so that people only get patch releases automatically.

Then people can opt in to new features.
