chore: upgrade prettierrc to 3.2.5 (CXSPA-7333) #18986

Below 4 files have changed, and all other files were modified by Prettier's auto-fix. .prettierrc package-lock.json packag.json dependency-collector.ts

Migration & break changes https://prettier.io/blog/2023/07/05/3.0.0.html I only added trailingComma: "es5" because the default has changed to 'all,' which would result in fixing more than 3,000 files.
