[ShellBar]: the items focus in sap_fiori_3 is wrong #7220

Bug Description

The focus of the shellbar items in sap_fiori_3 is dark and makes it almost not visible on a dark backround. I doubt that this is by design.

Expected Behaviour

The focus should fulfil the contrast ration requirements and at least be more visible.

  1. Open https://sap.github.io/ui5-webcomponents/playground/components/ShellBar/?sap-ui-theme=sap_fiori_3&isrtl=false
  2. Check the first sample
  3. focus one of the items on the right side
  4. observe the focus outline color ...
