[Feature Request]: Carousel Permanent Arrows #8263

Feature Request Description

Currently the Carousel Arrows are only shown on mouseover, it would be nice to have a property which overrides that and allows the user to show arrows when the user can navigate.

Proposed Solution

Add a property alwaysShowArrows which can be a default of false, but when true it always shows arrow when the user can navigate.
