[Feature Request]: Possibility to turn off HTML tooltip

Feature Request Description

Our team is building a custom Tooltip component in React. However, when using UI5 web components with our tooltip, we end up with two tooltips appearing simultaneously: the native one and our custom one.

Ideally, we need a global flag to turn off the tooltip for every web component, eliminating the possibility of having two tooltips.
