Update .readthedocs.yaml #129

Readthedocs build issue seems to be related to current server issues (?) with the s1-etad repository:

RuntimeError: Download error (28) Timeout was reached [https://conda.anaconda.org/s1-etad/noarch/s1etad_tools-0.8.1-py_0.tar.bz2]
    Operation too slow. Less than 30 bytes/sec transferred the last 60 seconds

Nevertheless, good to update this. mambaforge-4.10 is pretty old...

I am sure that server issue won't be around long. I checked not so long ago here and mambaforge was still at 4.10 and I figured that was the latest available version. Good that you saw the update. Whilst you're at it, could you update to Ubuntu 22.04 as well?
