Add wind normalisation metadata fields #166

This will add various wind normalisation related metadata fields if the respective annotation layer has been created. I was not 100% sure about the reference fields, which are only very briefly described in the CEOS ORB specification v1.0:

Note 1: Reference wind model, wind speed and direction used for reference backscattering coefficient should be provided.

For wind speed and direction, I just calculated the mean for the extracted OCN layers owiEcmwfWindSpeed and owiEcmwfWindDirection. Any objections @johntruckenbrodt ?

I just realize that the reference wind model should point to ECMWF instead of CMOD. The Sentinel-1 Product Definition points to the Sentinel-1 IPF Auxiliary Product Specification, which references this ECMWF document.
